Fileinstall sometimes, incorrectly, believes that a property has been changed
and thus overwrites it (if FileInstall is configured to write back configration
changes) in the configuration file.
This is because the configuration file is parsed differently on the original
reading of the configuration file compared with the reading when a
configuration has been updated.
