In the managed configuration, 2 new options are provided:
  * felix.fileinstall.optionalImportRefreshScope
  * felix.fileinstall.fragmentRefreshScope
which can take the values "none", "managed" or "all" (default).
It affects the scope of bundles to be searched when looking for optional 
imports or fragments.
