The fragidcap.patch addresses this issue. As the OSGi CT does not contain any
tests for this, I added a unit test for it as well.
Would be great if someone could review/apply.
Note that the patch also contains some improvements to the StartStopBundleTest.
This includes stopping the framework that the test starts and cleaning up temp
directories.
