As BJ Hargrave wrote in the Eclipse bug, the extender will be defined as part 
of the DS update. See 
https://github.com/osgi/design/blob/master/rfcs/rfc0190/rfc-0190-Declarative_Services_Enhancements.pdf
 for the current state, particularly section 5.5.

I would suggest to wait with implementing this Capability until the RFC is 
finalized.
