Not sure about the NOTICE, it may have been a reference to the org.apache.felix.service.threadio / command packages which were supposed to end up as an OSGi spec (and were originally in the org.osgi package iirc). I'll fix that in trunk, but then, i think we may also remove the status="provisional"; mandatory:="status" attributed on those 2 exported packages, because they are not a spec really.
