Ok so the ResolverImpl also looks like it also will not require changes to
respect the Native Requirements since they all just end up being
Provide-Capabilities. Is this basically down to just publishing the JVM system
properties around os.arch, os.name, os.version, and user.language into the
Provide-Capabilities within the ExtentionManager class?
