If another bundle is still using an uninstalled bundle, a bundle revision
remains for it.
However, once the using bundle gets uninstalled, the bundle revision does not
get cleaned up, so it remains in memory. This is a problem because the packages
exported by this orphaned revision are still visible via Package Admin.
