maven-bundle-plugin 2.5.4 w/ Maven 3.3.3 causes problem with looping build. I
tried Maven 3.3.1 and same result on my build, 2.5.3 did not exhibit the issue.
In the errant build, m-b-p is defined in the parent POM as part of the
`pluginManagment` section. The child is defined with
`<packaging>bundle</packaging> and a reference to the parent plugin as is
typical.
