Currently service diagnostics dependence with Dependency Manager is described
like this:
org.apache.felix.dm;version="[3.0,4)";resolution:=optional
first issue: it should not be optional as this plugin does not start without it
second issue, max version is 4 (excluded) currently dependency manager is 4.1.1
so this plugin cannot be used with it
