[CANCEL] [VOTE] Apache Felix Dependency Manager Release R7

I'm canceling the vote for the DM r7 release because I forgot to include
the license files in the new org.apache.felix.dependencymanager.lambda
bundle.

I will restart a vote with a new r8 version.
