I think the {{felix-bundle-plugin}} is the wrong level to address this issue. 
The {{felix-bundle-plugin}} merely uses the {{maven-archiver}}, which it 
configures as per in the {{<archive>}} element shared with, e.g., the 
{{maven-jar-plugin}}.

This feature request should thus better be directed at the [Maven Archiver 
issue 
tracker|https://maven.apache.org/shared/maven-archiver/issue-tracking.html].
