E.g. when referencing some classes from
[https://docs.oracle.com/en/java/javase/11/docs/api/java.management/javax/management/package-summary.html,]
bnd generates an import-package statement towards this package without a
version range (as this packages is exported from the JRE itself). In this case
the warning should be prevented, as this is totally valid.
For that we probably need to maintain a whitelist of packages being exposed by
the system bundle (0) from the underlying JRE
