As we didn't change that code for this release, I assume this bug is
already in all 1.9.x releases, right?
In that case I think we can continue with this release as we didn't
introduce a regression. We can apply your PR and then simply do another
release quickly

Short description - when using custom
org.apache.felix.cm.PersistenceManager and felix.cm.pm context property,
there's quite high chance of duplicate instances and registrations of
ConfigurationAdmin activated by such PM. I found this problem when
restarting a bundle that registers/unregisters custom PM.
