After a certain period (e.g. 10 min, configurable in HC executor service), a 
health check that keeps reporting TEMPORARILY_UNAVAILABLE should automatically 
be turned into a CRITICAL check (keeping the regular log messages, just adding 
a CRITICAL at the bottom that the HC has for too long returned 
TEMPORARILY_UNAVAILABLE)
