Not using the latest dependent code (e.g. Felix Framework)

Hello,

   I am curious why the latest versions of dependent code are not being used.  
For example, the Felix Framework v6.0.3 has a dependency on MojoHaus’s Animal 
Sniffer Annotations v1.9 (released 10/2012), even though v1.18 (released 
5/2019) is out.
