Resolution: Won't Fix
I'm closing as wontfix. The current usage of PackageAdmin is not ideal and in
some cases I can see it may be actually wrong if the package export version
found is not the package used by the providing service object implementation.
But to fix that would be complicated.
I suggest we do nothing here because nobody has found it to be an issue.
