The imports of the org.apache.felix.webconsole-all bundle contain a dependency
to org.osgi
.service.cm;version="[1.5,1.6)". This seems to be caused by the inclusion of
org.apache.felix.inventory, which introduces this dependency and many more
problematic ones.
This results in the bundle not being able to resolve in a common felix
installation with common versions of org.apache.felix.configadmin (e.g. 1.9.18,
1.9.22)
