[PROPOSAL] Release maven-bundle-plugin 5.1.3 & framework 7.0.2

Hi everyone,

I would like to propose the following release:

- Felix Framework 7.0.2 including fix FELIX-6416 and FELIX-6398
    Especially FELIX-6416 is required for Narayana
- maven-bundle-plugin 5.1.3 including fix FELIX-6404 (I gonna fix that)

If there’s no objection, I will proceed with these releases.
