[~rakeshk15] In practice, there is no need to update the import range to 
include version 4.x for javax.servlet packages. An implementation that exports 
version 4 will most likely also export version 3 (and 2). However, it makes 
sense to indicate that the webconsole (and the plugins) will also work with a 
version 4 of the servlet api.
So all we need to do is change the range of the version imports in the 
webconsole pom to include all 4.x versions - and that's it
