I would prefer to move to github issues. Some developers (myself included)
have occasionally merged PRs with no Jira issue to track it.  The result is
when doing a release and updating the change logs we are not as easily able
to find the list of fixed issues.  I happen to be facing this issue today
in preparing an SCR release.
