Go to Admin>System>Manage Data tables
Create a data table with at least one column(make it mandatory).
Edit data table and remove all columns and submit it.
It is allowing to submit even though there are no columns.
When such data table is added in work flow, work flow won't be completed as we
can submit button without entering data and there are no columns to enter data,
thereby making it blocker issue.
