Another thing to check is the timezone in the tenant configuration. We had
a similar issue: when we came at the office at morning the penalty job had
not ran, even when it was configured in mifos to run at 0:01 AM. The
problem was that I haven't configured correctly the timezone of my tenant
in the mifosplatformtenants database, so it was running later than expected.
