There is no need for any other vote. All you need is at least 3 +1 votes from fineract PMC members and more positive than negative votes (among PMC members). Are all of the people above on the PMC? It’s a good practice to mark the PMC members with a * in the vote tally or write (binding) next to their names. This is because only votes from PMC members count in determining the decision to release.
