Yes, there is a postgres effort underway for fineract-cn.

This topic of postgres for mifosX and now for fineract1.* has surfaced
before, many times. We've also considered other backend DBs and a more
generic approach.

While there may be good reasons to go this direction, I understand that it
would take a lot of effort to make the code changes, and we're trying -
again subject to more discussion here - that we move forward and focus on
decisions and effort on fineract-CN. Of course, if someone offers a PR to
make fineract1.* Postgres capable, then we'd probably accept it. It seems
like fineract 1.* will be around as an architecture for a while, so maybe
it's worth further thinking. Unless someone is both motived to do this AND
capable, it's a low priority in my opinion.
