This is for documenting manual test cases in a structured form, right?
Using JIRA sounds like a great idea.

What could be interesting, once we have this, could be for people to look
at whether (some of) it could then be automated...

Our current manually Java coded out integration tests are a start- but in
the future one could perhaps "script" tests with some higher level REST API
testing tool?
