I'm not entirely sure if it's directly related, but I've just reviewed PR https://github.com/apache/fineract/pull/990/files which is one of many bug fixes we are able to make as part of the ongoing automated code quality improvements thanks to (several...) analysis tools, and it seems to me that fix may help to make it clearer to you if the SMS Message Gateway returned an error to Fineract. (But it's also possible I'm mixing up things and that it has nothing to do with the problem you are having.)
