Background about this situation is (now) described in
https://issues.apache.org/jira/browse/FINERACT-426. To unblock yourself in
the very short term, you could just yourself locally build the 1.3.1
branch, which includes
https://github.com/apache/fineract/commit/04494a4e434bbbc377858801c00c160c5f899640,
if you like. But if you can wait a bit, then probably trying our hopefully
shortly coming out 1.4.0 instead is perhaps best for you.

https://issues.apache.org/jira/browse/FINERACT-877 is an issue welcoming
comments re. what we should do about 1.3.0 / 1.3.1, in the light of
upcoming 1.4.0.
