Hello Juhan,

I have been working on the spring_boot_2 branch (using Java 11) and I can
notice that the Provisioner Microservice is not loading some Fineract
libraries. I think it is because the changes in the classpath loading in
this version.

Workin on this, and will come back with some comments.

For now I think it is not possible to do the merging to the development
branch.
