Background:

I believe that Aleks already raised this in a thread... the Fineract
project has a number of releases that are listed, and patches 1.8.1
and 1.7.1.  with more on the way.

We should clarify that older versions are not supported and will not
receive patches for bugs or known issues.

We can mark the versions EOF (end of life) and make it clear that they
are not supported.

I see a few remarks regarding 1.5.

For now, please debate and comment on this:

*Proposal*
The Fineract project will immediately designate releases earlier than
1.6 as END OF LIFE.  We will describe these as deprecated on our front
page.

We will move 1.6 to archive in January 2023
We will move 1.7 to archive as soon as we have a version 1.9.
We will not have more than three "active releases" and we will
encourage everyone to be on the latest release.

We may make an exception for an earlier release, such as 1.5, if there
are complicated upgrade paths involved.

Discussion is open for 72 hours please.  Then I will call for a vote.
