We currently have 23 members of the PMC and 51 Committers. All PMC members
are also Committers.  As noted in the last quarterly report to the Board

we have 19 contributors "active" with 214 commits in the past quarter.

I note on https://maven.apache.org/project-roles.html, that there is an
active approach to managing the informal roles like: Lurkers, Consumers,
Users, and Contributors, in addition to the formal roles of Committer and
PMC member.  I would propose that WE adopt this style and description for
Fineract.

Secondly, there is a process that involves putting users into "Emeritus
status", with the understanding that they may return to the project with
minimal friction. This gives a project the opportunity to "re-orient" the
Committer to the project which may have evolved significantly in the time
away.  I believe this would help clarify some roles and move folks into the
right status for their current level of involvement.

I am surfacing this here and would ask for your feedback on these
proposals.

By the way, there is a general rule of thumb at Apache Software Foundation
(ASF) that those granted Committer status use their powers in keeping with
norms and practices of the project, as in, cautiously.  So far, I believe
we are doing well.  All contributions should come in according to our
Review practices.  Granting Committer status should be done when a person
has proven their ability to use these powers responsibly.
