I appreciate you taking the time to explain how the Spotless and RAT checks 
were run successfully on Ubuntu.
I understand the vote has now concluded, so I’ll try reproducing this again 
(possibly using Linux/WSL) for learning purposes and future release validations.

Thanks for checking and voting. My spotless check succeeded on Ubuntu 22 and I 
used this command:

./gradlew spotlessCheck

When I did a RAT check, I got this summary:

Binaries: 18
Archives: 0
Standards: 6099

Apache Licensed: 6099
Generated Documents: 0

I used this command for the RAT check:

./gradlew rat

The above summary is from the file build/reports/rat/rat-report.txt

These appear to be tooling or environment-related issues rather than functional 
problems.
Please feel free to guide me if I am missing something or if this assessment is 
incorrect, as I am still learning the release validation process.
