I updated aliases for our docs as follows:

1. https://fineract.apache.org/docs/develop/ points to a recent build
   of docs off the `develop` branch
2. https://fineract.apache.org/docs/stable/ points to docs for the
   latest stable release version

The aliases are maintained in the .htaccess file for our project website <https://github.com/apache/fineract-site/blob/asf-site/.htaccess>. They point to versioned folders in the fineract-site repo. Direct links to versions also work, e.g.:

 * https://fineract.apache.org/docs/1.14.0/
 * https://fineract.apache.org/docs/1.15.0/
 * https://fineract.apache.org/docs/1.16.0-SNAPSHOT/

Anyone can update the docs with a PR to the apache/fineract-site repo. These docs are built, processed, and published using an easy and fast semi-automated human-in-the-loop workflow <https://github.com/apache/fineract-site#updating-docsversion-from-a-fineract-backend-clone>. I didn't add this to a GitHub action [yet] because I like to review changes before committing and pushing [for now].
