I tested Apache Fineract 1.16.0 locally on Windows 11 using commit 312d23ab68. The application started successfully, PostgreSQL connectivity and Liquibase migrations completed successfully, and the Swagger UI was accessible. The API smoke test against GET /fineract-provider/api/v1/offices returned HTTP 200 with the expected Head Office response. Testing environment: JDK 25.0.4 (Temurin) and Gradle 9.7.1.
