Summary: Not able to foreclose the loan after topup, moves to
Overpaid state.

1. Create a loan product (without interest recalculation), Create a client.
2. Disburse loan for a client on 01 July 2016. Disburse topup loan for the
same client for the above loan account on 01 August 2016.
3. Fore close the topup loan on current system date.
> Loan should get closed but moving to overpaid state.
