Original Description:
Currently if loan is disbursed and made partial payment, then rescheduling is
done then application does not allow to reschedule displays error message as
"validation.msg.rescheduleloan.rescheduleFromDate.repayment.schedule.installment.partly.paid".
Application should allow to reschedule the loan even if part payment is done
before rescheduling.
