When a client guarantees a loan and some amount of his/her savings is put
onHold, he/she can not withdraw this amount till the loan client finishes
his/her loan. NB: I stand to be corrected if i understood his wrongly.
As a manager, i should be able to remove the onhold flag and make the client to
withdraw the amount onHold.
