Hi All,

As per instruction from the Incubator, we need to re-release Apache UserALE.js. 

The reason for this re-release is because our original release artifacts names 
did not appropriately reference the incubator.

There have been no substantive changes to Master since UserALE.js, save minor 
documentation mods, mods reflecting the Flagon name change, and one minor 
dependency update to remove major vulnerabilities. As such a new VOTE to 
re-release UserALE.js 1.0.0 would be redundant. 

This is to notify that we are proceeding with the re-release. During this 
process, we will be updating Release Procedures posted at [1] 

Currently, the only blocker at this time is that our dist folders remain named 
“SensSoft”. This has been raised to INFRA [2].

As for the status of v1.0.0 (MASTER): 
1. Builds pass (although Jenkins server isn’t currently running correctly [3]; 
disregard badge)
2. Unit Test Pass
3. Functional Testing Passes muster

You’ll see a bevy of release procs go through commits (Changelogs, Keys, etc., 
etc.). Stay tuned. Please reply with any issues.
