I think the benefits to existing maintainers and smaller surface area for
the project, outweigh the complexity of future monorepo tools we may or may
not add.

We already use one set of build tools for UserALE  and a different set for
Distill (naturally, given the different language ecosystems), and do not
plan to add additional tooling to globally manage the repo at this point in
time. So there's no additional complexity for new users.
