I tagged and published it but I 've still got some questions.
How do I edit the timeline.html ?
I can't update the JIRA for the new version, can someone give me the right
karma ?
Is there a model for the installer announcement ? (I found one for the SDK
but not the installer in the list history)
Do I have to wait 24 hours to make an announcement ?

Om, Justin, could you drive me on what I have to do to publish it, etc....
You just need to tag it, publish it, send an email to announce, users and
dev lists and update the links on the web site (or ask for help to do that).
Take a look at this for guidance under tagging and promoting - however be
aware it's a little out of date (Git vs SNV etc)
