I would like to start thinking of TLF as an "upstream" project. Today, we pull
down Batik and Velocity to build the MXMLC compiler. TLF may need its own
Jenkins job and be built and "released" separately. Then pulled into the SDK
builds just like other Apache projects. I think eventually we will do the same
for Falcon.
