Have you ever used resource modules? I'm just wondering if other folks were
taking advantage of this capability.
I found out that these tests are trying to test the "update" parameter to
loadResourceModule. I guess that means we'll have to re-design these tests.
Setting the localeChain after the load seems to cause an update.
