For the near (and possibly distant) future, purchases of any kind for
dev tools is going to be impossible (politically). As for Radiate, I
got the impression it's not OSS but intended to be commercial or
semi-commercial (closed source at least). Originally I was under the
impression it might be open.

I'm not happy about it either. But, due to the lack of choices we have, we
are forced to use tools that work best for now. Therefore, I encourage you
to get an affordable CS5.5 Master Collection [1] which includes FB Premium
4.6 as update, and, let Adobe know that you simply can't move into the
Adobe Cloud because of the lack of Apache Flex support.
I would have considered jumping on board to assist an existing OSS designer
tool project (this is why I started the thread), but I doubt my commitment
taking on such a project. Need to think on this a bit.
Maybe you could contact @Jude because he is working on the Radiate Designer
GUI [2].
