However, I don't think that is something Apache Flex should be trying to do right now - there are more important bugs and the move to Falcon / FlexJS that are more important, I think.
When Flex was in beta, Adobe asked the question too, and the general response was the framework should be the focus - any project worth it's salt will be implementing it's own skin (or at least style sheet) anyway.
Of course, if someone wants to step up and produce a range of free/open skins that Apache Flex can endorse and/or ship with, and that are high quality, why not !
