Good question. Maybe it is because it is a free volunteer service. But
that is why we have md5 checksums.

Do you know if this is something all Apache projects have issues with
their mirrors ? I assume what happens is that the mirror has part of a
copy because it's half way through a sync. or something ? Has anyone
asked infra@ (or who ever should be able to help) ?
