I agree it is inefficient.  But they are overloaded and things are falling
through the cracks.

I wonder how hard it would be for Infra to implement a way to request a
reboot of Windows by email and have a robot/script handle it?  It should
be polite and maybe stop scheduling running Jenkins jobs until they are
all complete so folks don't get broken builds then do the reboot.
