Hi,

In a current licensing conversation on the incubator list this issue has just 
been bought up and states that for source releases there is no need to add to 
the LICENSE file for any  MIT or BSD licences. For binary releases it a little 
more complex as the ASF provides no guidance for binary release (probably 
because they are not considered a real release) but it's suggested that they go 
in the LICENSE or NOTICE file. There is no need to list all of the files.

In the light of this I think it's best to remove the FlexLib MIT and Adobe BSD 
licence from the source LICENCE file but leave them in LICENSE.bin.
