I set AIR_HOME to an AIR 14 SDK.  I asked about whether we should always
move the -app.xml version and I didn't think I got a consistent response
on that, but I might have missed it.  IMO, we should really set the
-app.xml version/namespace to the lowest possible number.  Then folks can
build against an older AIR SDK if they want.  I don't think the
version/namespace affects security and performance fixes, just API
behavior.
