Yeah, I took it out in a later commit.  I left a marker in the discuss
thread as a reminder to add in important things before hitting send.

I considered other ideas too, like trying to find a way to pull from
RELEASE_NOTES or make the RM enter this section in local.properties.  I'm
open to different ideas on it.
