Well for the compiler it would be good to be part of the jar and for the 
framework inside the swcs
As in a mavenized form there is no such thing as a flex-sdk-description.xml :-(

The framework version is in a file called flex-sdk-description.xml in each SDK

What would be a convenient place for you for the Falcon version and its 
compatibility map?  Could we stick that in a manifest.mf file in the Falcon 
JARs or should it have its own .xml file?
