Again votes are only valid for the RC they are for, being the RM or not has nothing to do with it. We added provision for vote carry over into our guidelines for minor non code changes to making voting a little easier, but that doesn't mean you can add up all votes on all the RCs to get the required 3 +1 votes needed for a later RC if you feel like it.
